Cedar Rapids police release additional video from July 7 DHS office arrest

The Cedar Rapids Police Department released additional body-worn camera and building security footage on July 23, 2026, providing new context regarding a July 7 arrest at the local Department of Homeland Security and U.S. Immigration and Customs Enforcement facility.

According to the city, officers were initially dispatched to the ICE facility following reports that individuals were blocking vehicles from leaving and interfering with federal officials.

During the incident, Annya Mari and Scott Boylen were arrested. Records show Mari faces charges of interference with official acts and harassment of a public officer or employee, while Boylen faces a charge of interference with official acts. Specific Iowa court case numbers or full docket details for the charges have not been confirmed.

Following the video release, Mari stated to KCRG: “ICE should not exist, people are dying, children are being abused. CRPD lapdogs for them (ICE) and that’s klan behavior.”

The footage was made public as part of an ongoing internal use-of-force review by the department. The final outcome of that review has not been confirmed.
